This is a option offered by some casinos at their Roulette tables. This option comes into play on even money wagers when zero or double zero hit. In the US half the bet is lost. In Europe the wager remains on the table for an additional spin. If the wager wins then the player regains their money, if the wager looses the player losses the money. This is also known as 'Surrender' in the US.
